Profile

The law firm of Scott L. Wilkinson & Associates, P.C. was founded in 2003 by Scott L. Wilkinson following a 13-year career as an Assistant United States Attorney with the U.S. attorney's office in the Eastern District of North Carolina (E.D.N.C.), from October 1989 through August 2002.

During that time, Scott L. Wilkinson directed hundreds of federal criminal investigations and prosecutions, from the initial stages of the grand jury investigation, to indictment, trial and sentencing and on appeal before the fourth circuit court of appeals in Richmond, Virginia.

As a federal Prosecutor and member of the bank fraud task force in the E.D.N.C., Scott L. Wilkinson specialized in the investigation and prosecution of complex financial, or "white collar," crimes, including:

  • fraud against financial institutions, such as embezzlement, making false entries by bank employees and making false statements to financial institutions and banking regulators;
  • money laundering and structuring transactions;
  • interstate transportation of stolen property (ITSP);
  • violations of the securities and exchange acts of 1933 and 1934;
  • violations of the racketeer influenced and corrupt organization act (RICO);
  • cross-border (canadian) telemarketing fraud;
  • identity theft and credit card fraud;
  • violations of the trading with the enemy act;
  • counterfeiting;
  • bankruptcy fraud; and
  • tax evasion and false statements to the internal revenue service.

During his career As an AUSA, Mr. Wilkinson was responsible for the investigation and prosecution of a variety of complex "White-Collar" cases, including United States v. Mark A. Kirby, the prosecution of a Raleigh attorney on Racketeering and Mail Fraud charges; United States v. Boaz M. Langman, involving the extradition and prosecution of canadian citizens engaged in a $6 million illegal telemarketing fraud operating in Montreal, Quebec, Canada; United States v. Shei Kei Mak, the prosecution of a New York businessman on charges of diverting speed boats from the United States to North Korea; United States v. Joseph B. Hollowell, the prosecution of a Vice-President of First Citizens Bank on charges of loan fraud and False Statements; and United States v. Bruce E. Brown and Ryan Dyson, a Rocky Mount business man and Raleigh attorney on charges of bankruptcy fraud and diverting millions of dollars from the United States to off-shore accounts in the Virgin Islands.

During his career, Mr. Wilkinson also served as a frequent lecturer for the U.S. Department of Justice on issues ranging from Financial Institution Fraud, Bankruptcy Fraud and Illegal Telemarketing and served as the liason for the Immigration Task Force following the terrorist attacks on September 11, 2000 in New York, Washington and Pennsylvania.

Prior to Joining the U.S. Attorney's Office, Mr. Wilkinson worked with the Raleigh Law Firm of McNamara, Pipkin & Knott, primarily in the areas of Federal and State Criminal Defense, and with the Beaufort, North Carolina firm of Davis & Newton, P.A.

Mr. Wilkinson received his Bachelor of Business Administration from Campbell University in May 1983 and was also a Four-Year letterman in Soccer, receiving the Jim McVeigh Freshman Award in 1979 and the Glen Brewster Senior Award in 1983. Following college, Mr. Wilkinson served on the U.S. Senate, Committee on the Judiciary in Washington, D.C. as the Chief Clerk and Research Assistant to the General Counsel for the Subcommittee on the Separation of Powers. Mr. Wilkinson received his J.D. Degree from Campbell University School of Law in Buies Creek, North Carolina in May 1987, where he was a member of the Campell Law Review, the Editor-in-Chief of the Campbell Law Observer and a member of the Campbell University National Trial Team.

Mr. Wilkinson is a member of the North Carolina Bar Association and serves as a member attorney for the Southern States Police Benevolent Association, Inc.

Mr. Wilkinson is married to Sharon E. Wilkinson, a Nurse at Raleigh Community Hospital, and they have a daughter, Margaret S. Wilkinson, and a son, Alexander S. Wilkinson.
